Korra is from the southern water tribe, and we saw last season that Katara actually wraps her boobs - much tighter, much more manageable for athletics and acrobatics. My boobs can go down by up to two cup-sizes if I wear a sports bra, so most likely Korra's boobs are in fact a little bigger...
